Man charged with rape of 4-year-old girl

TEXARKANA, Ark. - A man accused of sexually assaulting a 4-year-old girl last year has been charged by Miller County prosecutors with two counts of rape.

Charles Steven Anderson, 61, was arrested last month following an outcry of sexual abuse by the child to family members, according to a probable cause affidavit. The girl's mother took her to a local hospital March 4 and law enforcement was notified.

The girl allegedly told a forensic interviewer at the Texarkana Children's Advocacy Center that "Uncle Speedy" repeatedly touched and fondled her in August 2019. Investigators determined that Anderson, a distant relative of the girl's, lived with the child and her family in a Texarkana, Ark., apartment during August 2019.

Deputy Prosecuting Attorney Connie Mitchell signed off March 27 on two charges of rape involving a victim under age 14. Each count is punishable by 25 to 40 years or life in prison.

Anderson is being held in the Miller County jail with bail set at $75,000. The case is assigned to Miller County Circuit Judge Kirk Johnson.
