Texas Rangers investigate officer-involved, early morning shooting behind Texarkana church

TEXARKANA, Texas - The Texas Rangers are investigating the officer-involved shooting of a 20-year-old man at 3 a.m. Monday in the 2700 block of North Robison Road.

Timothy Noble, 20, of Texarkana, Texas, was shot by a Texarkana, Texas, Patrol Officer following a foot pursuit where he was carrying a pistol with a drum-fed magazine that was loaded with several rounds of ammunition, said TTPD Police Spokesman Shawn Vaughn.

Noble is in stable condition at CHRISTUS St. Michael Hospital with nonlife-threatening injuries.

"The Texas Rangers are investigating and as soon as they complete their investigation, the information will be forwarded to the district attorney's office for presentation to a Grand Jury to review" Vaughn said.

The Texarkana, Texas, Police Officer involved in the shooting was not injured. He has been placed on paid administrative leave, which is standard procedure, Vaughn said. TTPD is also doing its own internal investigation of the shooting to determine if it complies with departmental procedures.

Warrants have been obtained, charging Noble with aggravated assault on a public servant, felon in possession of a firearm, and evading detention. Once released from the hospital, he will be booked into the Bi-State jail.

Officers were dispatched to the area after 911 calls reported a group of people walking through the Woodbridge Apartment complex while wearing masks and carrying guns, Vaughn said.

Noble and some others were part of two groups of men who had been reportedly walking around the area and firing at houses and cars.

"We believe it to be an ongoing issue between the two groups," Vaughn said.

Police officers had received three shots fired calls in a three-and-a-half-hour period, Vaughn said.

On those calls, officers had located more than 20 spent shell casings in the road near three vehicles and two homes that had been shot several times.

The first two calls, from the Oskhill Road area near Belt Road, came in about 11:23 p.m. Sunday and 12:43 a.m. Monday. The third call came in about 2:56 a.m. Monday near Belt Road. Callers reported "guys wearing masks and carrying guns."

The four suspects were found on Sunset Road, which is behind Woodbridge Apartments.

The suspects fled when the officer got out of his car and a foot chase started with other officers joining in.

Officers reported the suspect that was running was armed with a handgun," Vaughn said.

The drum that was recovered at the scene had a drum-fed clip, Vaughn said.

"Basically, it's the circular things under machine guns and Tommy guns. It sits at the bottom of the gun and is high capacity," Vaughn said.

One officer confronted Noble as he tried to hide in a ditch behind a church in the 2700 block of Robison Road. Noble allegedly produced a firearm, resulting in the officer discharging his weapon and striking Noble.

Officers provided first aid to Noble until paramedics arrived.

In addition to Noble's gun, three other guns were recovered along the path that the other members of the group were seen running down. A homeowner on Barkwood Road later reported finding the guns in his yard. All of the guns had previously been reported stolen.

Officers are trying to identify the other people in the group, who may have also been involved in the shots fired calls.
