Council extends Jaster's contract with raise

TEXARKANA, Texas - During its meeting Monday, the City Council unanimously approved a one-year employment contract extension and 2% pay increase for City Manager Shirley Jaster.

The Council met with Jaster in a closed session at the end of the meeting - as state law allows for the discussion of personnel matters - and then briefly reconvened to vote on the ordinance amending her contract.

It will be in effect through October 2021.

Mayor Bob Bruggeman thanked Jaster for her "continued dedicated service" to the city. "As always I'm going to try to do a good job for you and keep the city running and moving forward," Jaster said.

The Council appointed Jaster as interim city manager in August 2017, following the resignation of previous City Manager John Whitson. The next month, the Council offered her a two-year employment contract, which was extended for a third year in 2019.

The city did not respond Tuesday to the Gazette's request under public information law to review the contract. Jaster's first annual salary for the position was $159,000, and it increased to $166,420 in 2018, after she completed city manager certification, according to previous Gazette reports.

A Texarkana native and city employee for more than 25 years, Jaster has held five other executive-level positions in City Hall, most recently deputy city manager for development.
