Texarkana Board eyes flood relief for Nix Creek | Considers $648,000 dredging and bank stabilization contract

TEXARKANA, Ark. - During a regular meeting Monday, the city Board of Directors will consider approving a contract for dredging and bank stabilization of Nix Creek.

If approved, the nearly $648,000 contract would go to Kesser International of Little Rock. The work is expected to relieve periodic flooding of the creek and its tributaries, which has brought numerous residents before the Board to voice their concerns in recent months.

The Board will also take up an extension of Texarkana Water Utilites' Fiscal Year 2021 budget until its Fiscal Year 2022 budget can be approved. The fiscal year begins Oct. 1.

"As a result of the 2020 cyberattack on the City and its IT systems, finalization of the FY 2021-2022 Budget has been delayed and will not be approved until after the fiscal year starts," states a summary published with the meeting's agenda.

Also on the agenda is an ordinance authorizing purchase of records management software for the Central Records and Communications Department at a cost of more than $2.5 million over five years.

The cost would be paid out of the CRC budget, to which both Texarkanas and Bowie County, Texas, each contribute a third.

The Motorola software, called Flex CAD/RMS and Jail Manager, would integrate record-keeping operations of the Texarkana Arkansas Police Department, the Texarkana Texas Police Department and the Bowie County Sheriff's Office - all three law enforcement agencies operating out of the Bi-State Justice Building.

Also during the meeting, Public Works Director Tyler Richards will give a presentation on a recent streets study.

The agenda includes a citizen communication time during which members of the public may address the Board on any topic for up to five minutes each.

The meeting is scheduled for 6 p.m. at City Hall, 216 Walnut St. A live video stream will be available via the city's YouTube channel.
