Billie L Culver, age 95, of Texarkana, Texas, died Saturday, March 21, 2020 in a local hospital. She was born June 17, 1924 in Richmond, Arkansas. She was preceded in death by her husband, James Culver; parents, Willard and Nell Locke and by a brother, Jim Locke. She is survived by nephews, James W. Locke and wife Cindy of McLoud, OK, Charles Locke of Moore, OK; great nephews, Isaac and Eric Locke; great nieces, Lindsey and Jamie Locke; first cousins, Ruth Schaefer of Fayetteville, AR, John L. Huddleston and wife Nancy of Fayetteville, AR and Mary Jayne Locke of Texarkana, TX Billie was married to James for 28 years. She graduated from Ashdown High School 10th in her class and also graduated from A&M Magnolia, AR with a degree in Business Education. She worked at Raglands Office Equipment for over 50 years as a bookkeeper. Miss Billie was an active member of St. Lukes United Methodist Church where she taught Sunday school for over 55 years and held many offices. She was an active member of the United Methodist Women for over 60 years. Miss Billie had no children of her own but through the years she became a grandmother to many in the Church and neighborhood. She loved the Lord and her life was a lesson for all of us. Billie was the first recipient of the Wilbur Awards for "Outstanding Works with Basic Human Needs" in 1992. Graveside services will be held at 2:00 P.M. Wednesday at Memorial Gardens Cemetery with Rev. Don Lewis and Pastor Christmas Wilbur, retired officiating. Burial is under direction of Texarkana Funeral Home, Texas. Because of public health concerns a memorial service will be held at a later date. In lieu of flowers memorials can be made to St. Lukes United Methodist Church or to the American Heart Association.
