TEXARKANA, Texas -- A Texarkana man is facing allegations in Bowie and Cass counties related to possession and distribution of child pornography.

Stephen Anthony Green II, 27, is being held in the Bowie County jail with bails totaling $300,000 on charges of possession of child pornography and possession with intent to promote child pornography. Jail records show a hold for a similar charge in Cass County has been placed on Green. That means that if he posts bond in his Bowie County cases he could be released to the custody of Cass County authorities rather than freed on conditions imposed by the court.

Texarkana, Texas, Police Department Detective Wade Johnson began an investigation after receiving a cybertip generated by the National Center for Missing and Exploited Children and routed through the Dallas Police Department Internet Crimes Against Children task force, according to a probable cause affidavit.

At issue were images which appeared on SnapChat associated with the screen name "Boomtasty" and an email address allegedly under Green's control. Images whose unique digital fingerprints had previously been identified as child pornography were allegedly found and included still photos and videos of children engaged in sexually explicit conduct.

Green's unit at the Creekside South apartments in Texarkana was searched Jan. 7 by Texarkana, Texas, police. Green was arrested at his job at a local fast food restaurant on a misdemeanor marijuana charge the same day.

A second search warrant for electronic devices seized from Green's apartment was aquired Jan. 12. A sizable amount of images and videos depicting the sexual abuse of children was allegedly recovered. Green was allegedly active in numerous "message threads that involve child pornography where he shared and received images."

"These images and videos contain children performing sexual acts and lascivious activities with adults and other children," the affidavit states. "The users in these groups are aware that the videos and images are of children and the users often refer to themselves as 'pedos.'"

Cyber tips continued to come to TTPD in January and February regarding images associated with Green's online activities prior to the seizure of his devices.

"A face cannot be seen in the video but the body is small in stature and is wearing a polka dot onesie that has buttons on the bottom. This is the type of clothing worn by toddlers," the affidavit states.

Johnson enlisted the help of a digital forensic analyst with the Texarkana, Arkansas, Police Department in the investigation.

Green faces two to 10 years in prison if found guilty of possession of child pornography. If convicted of possession with intent to promote child pornography, Green faces two to 20 years.
