Gov. Abbott gives Texarkana, Texas, the OK to begin expanded reopening

Gov. Greg Abbott addressed Texas on Thursday to allow some regions to begin expanded reopening capacity that are not in a "COVID-19 Danger Zone," and Texarkana is included on the list.

Beginning Monday, retail, restaurants, offices, manufacturing facilities, museums, libraries and gyms are allowed to reopen at 75% capacity in Texarkana.

Hospitals and healthcare facilities can begin elective procedures immediately, a City of Texarkana, Texas, Facebook post shows.

Also on the list is nursing homes and extended care facilities, as they will be allowed to reopen to essential caregiver visitors on Sept. 24 - provided there is no coronavirus outbreak in the facility. 

Bars, however, are still not allowed to reopen during this phase.

Abbott said the state was not yet ready to reopen bars yet, saying they are "nationally recognized as COVID-spreading locations." He stressed, though, that the state is looking for ways to let bars reopen safely.

In Arkansas, Texarkana was identified as a "red zone" on Wednesday because of the number of new cases and local test positivity rates, a White House report showed. 

More than 600 new coronavirus cases were confirmed in Arkansas and seven more deaths were reported Wednesday while the White House report kept the state in the red zone for new virus cases per capita, officials said.
